Mexico – PRONI Evaluation


In order to evaluate the implementation and impact of the Programa Nacional de Inglés (PRONI) in Mexico at the state level, and the scope for further development of English competence in the Mexican education system, a Needs Analysis of four states was conducted. The aim of PRONI is to increase language skills of English teachers, improve teaching methodology skills, and strengthen specific areas of teaching English. A mixed-methods approach is proposed to systematically describe and evaluate the curricula, teaching materials, assessment practises, teacher support and development, teacher training outcomes and programme quality assurance. This was done in five phases:

Phase 1: Design and planning of need analysis

● Examining the results of the national research project that was conducted in 2020 with stakeholders at different levels of PRONI and the condition of English language teaching and learning in general in Mexico.

● Literature review on the variety of contextual factors in different states in Mexico.

● Designing of research instruments to be used in the following phases.

● Process description of how the needs analysis of the four states including data collection, collation, processing and analysis plan.

Phase 2: Data collection of need analysis

● Each research instrument piloted

● Main data collected using the final versions of the instruments (Spanish and English)

● Interviews and focus groups conducted

Phase 3: Data collation and reporting

● All data systematically cleaned and analysed.

● Qualitative data (i.e. interview and focus group data) selectively translated, transcribed, and back-translated; statistical analysis of the relevant quantitative data (i.e. questionnaire data).

● Reports written and findings disseminated (along with infographics, PPTs, 3-minute results videos, panel discussion webinar)

Phase 4: Design and planning of MEL framework

In parallel with the individual state scoping studies (Phases 1-3 above), we will be developing a Monitoring, Evaluation and Learning (MEL) framework for future British Council Mexico projects.

● Initial desk review evaluating the British Council’s existing monitoring and evaluation framework within Latin America and its alignment with the global project logic model.

● Cataloguing of all evaluation tools used in all English for Education Systems (EES) projects in the region over the past three years.

● Distillation of good practice, and creation of a series of template tools for future use.

Phase 5: Data collection, collation, and reporting of MEL framework

● Piloting of the new tools

● Evaluation of a sample project

● Revision and finalisation of toolkit and guidance documentation
